The Labor Safety and Health Act and the Specific Chemical Substance Hazard Prevention Regulations have been revised (from April 1, 2021). Measurement of welding fumes and basic manganese oxides will be mandatory.

■ Welding Fume Measurement Measurement of welding fume concentration through personal exposure assessment in indoor workplaces such as arc welding of metals. Measurement period: Conducted once between April 1, 2021, and March 31, 2022. ■ Basic Manganese Oxide Measurement Basic manganese has been classified as a Type 2 specified chemical substance, and work environment measurements are required in indoor workplaces (such as battery factories) where manganese and similar materials are manufactured or handled. Measurement frequency: Conducted once every six months. In indoor workplaces where metal arc welding and similar operations are continuously performed, measuring welding fumes has been made mandatory.

Welding fumes generated from processes such as metal arc welding have previously been addressed as "dust" in health hazard prevention measures. However, due to the recognition that the chemicals contained in welding fumes pose a high risk of health hazards to workers, welding fumes have been classified as Category 2 specific chemical substances. As a result, workplaces conducting metal arc welding indoors are now required to measure welding fumes (excluding welding, cutting, and gouging that use combustion gases, laser beams, etc. as heat sources). We would like to introduce the measurement of welding fumes (manganese) during metal arc welding operations conducted in our indoor workspaces. We carry out measurements of the concentration of welding fumes in the air during metal arc welding operations to verify compliance with standard values. In cases where the values exceed the standards, we utilize the concentration data to select appropriate respiratory protective equipment. A work environment measurement specialist will develop a plan after hearing from the business operator about the work conditions and will carry out the measurements.
